First gate: who can enter?
Federal rules limit tobacco and vape self-service vending to facilities where the retailer ensures no person under 21 is present or permitted to enter at any time. An ID scanner on the machine does not change that venue-level condition.
Ask about under-21 employees, family events, early service hours, private rentals, accompanied minors, vendors, and any exceptions to the door policy. If the answer is unclear, stop and get qualified advice before treating the location as eligible.
Second gate: does the machine physically work?
Measure the exact usable area, nearby doors and furniture, customer circulation, power, Wi-Fi or cellular signal, wall material, mounting height, service clearance, cameras, delivery route, stairs, and loading access. Keep the machine away from congestion that creates accidental impact or blocks egress.
Choose the format around the room
| Venue condition | Starting point | Why |
|---|---|---|
| Narrow wall, modest volume | Compact Wall 21 | 8.7-inch cabinet depth and a straightforward entry price |
| High-energy, dim venue | LED Wall 32 | Large selling screen plus perimeter lighting |
| Busy location, broad mix | XL Wall 32 | Fifteen rows and deeper capacity |
| No suitable mounting wall | Free-Standing 32 | Integrated floor cabinet, subject to circulation and anchoring review |
| Covered outdoor area | Outdoor 32 | Heavier enclosure, with site-specific weather and installation review |

Document the handoff
The written plan should identify the retailer, permit holder, product owner, venue-access controller, refill party, price setter, payment account, machine maintainer, complaint contact, warning-sign owner, and data-handling responsibilities. Do not rely on a handshake for age-restricted retail.
Run a controlled launch
- Confirm eligibility and permits with current official sources and qualified counsel.
- Test every intended package in the final coil setup.
- Verify access, payment, dispensing, refunds, warnings, and escalation steps.
- Photograph the installed condition and document settings.
- Start with a conservative product mix and refill schedule.
- Review sell-through, failures, stockouts, and venue feedback weekly.
